Title: Those Who Cannot Remember the Past are Condemned to Repeat It: The 20th Anniversary of the HealthSouth Fraud

Description:   The $3 billion fraud at HealthSouth came to light in 2003 soon on the heels of scandals at Enron and WorldCom. Although 20 years since detected, the HealthSouth fraud still captures attention, as shown by a 2020 episode of Trial by Media on Netflix and recent allegations of HealthSouth founder Richard Scrushy hiding millions in money that could be used to pay towards the civil judgment he owes for the fraud. This presentation serves as a history lesson and reminder of why fraud prevention and detection are always paramount.

Bio: Ronny Daigle is a Professor of Accounting at Sam Houston State University. He earned his undergraduate degree in Accounting from the University of South Alabama and both his Master of Science in Accounting and Ph.D. in Accounting from Texas Tech University. He is a licensed CPA in the state of Alabama, CFE and CGMA.

Ronny’s teaching interests are in Accounting Information Systems and Auditing. His research interests include investor judgment and decision-making issues, continuous auditing, and accounting education issues. He has published over 50 articles and cases and made nearly 100 presentations on a variety of academic, practitioner and educational topics over his 27-year academic career. His research, teaching, and service have received recognition, awards, and honors, including the 2023 Outstanding Educator Award from the Southwest Region of the American Accounting Association.

Ronny is a former co-editor of the AIS Educator Journal and a current editorial board member of four academic journals. He has also been a guest co-editor of a special section of an issue of the Journal of Information Systems on the topic of AIS and ethics. He is the past president of the AIS Educator Association and a former president of the Forensic Accounting Section of the American Accounting Association.

Learning Objectives:

Participants will gain an overview of the HealthSouth fraud and issues raised in two separate Congressional hearings in 2003.

Participants will learn how multiple investigations of tips unfortunately did not uncover the fraud earlier.

Participants will learn how weaknesses in HealthSouth’s internal audit function (lack of staffing, lack of access to corporate accounting records, improper reporting lines) likely prevented internal auditors from detecting the fraud.

Event Policies

In order to receive CPE credit for this presentation, the attendee must attend for 50 minutes and answer three poll questions randomly presented during the event.

Program Cancellation Policy

If you have registered and/or paid for an event and you need to cancel, you MUST cancel online through your account no later than 5 days prior to the event, unless otherwise indicated in specific event policies, to request a refund and/or cancel your registration. The Chapter must confirm event registrations with the venue prior to the event and any changes after this time period can become a financial cost to the Chapter. The Chapter reserves the right to make the final determination on what percentage charge/refund will be returned for cancellations made after the cutoff. The default condition is that cancellations made after cutoff will be charged at 100% and/or no refunds will be allowed. In the event the Chapter determines that partial charges or refunds will be allowed, they will be made on a case by case basis.

In the event of having to cancel one of the events,  the Chapter would immediately send an email blast to all registrants with the emails they used for registration.  The Chapter media relations officer would post on all social media platforms notifying members of the cancellation, and the Chapter webmaster would also post cancellation on the Chapter website.

In the event an attendee does not show up to the event, the registration cost will be forfeited. If payment at the door was the selected method, then the attendee will be billed for the full cost of the event. The Chapter reserves the right to bar future registrations for any attendees who routinely register and fail to pay and/or attend the event.  If you have any questions you may email events@houstonacfe.org."
